Assistant Executive Director, Administration and Management
Otis Patrick Daily, "Pat," is Assistant Executive Director of Administration and Management. He is responsible for directing all UNOS administrative operations, including business continuity, finance, human resources, travel and conference planning, facilities and security, the Organ Center and new business initiatives.
From 1991 to 1995, he held the post of UNOS' Director of Research, Clinical Data Systems and Policy.
A retired Navy officer with more than 23 years on active service, Dr. Daily has more than 35 years of executive management experience in medical research and health care delivery at multiple Naval hospitals and research institutes. He is the former Commanding Officer of the U.S. Naval Hospital, Subic Bay, Republic of the Philippines, and also served as the Commanding Officer of the Naval Medical Research Institute, Bethesda, Maryland. Dr. Daily is an Assistant Professor of Surgery (Research) at the F. Edward Hebert School of Medicine at the Uniformed Services University of Health Sciences, Bethesda, Maryland.
Dr. Daily received a B.S. and M.A. in Biology from the University of Missouri at Kansas City, and a Ph.D. in Microbiology (Biochemistry minor) from the University of Maryland. He is also a graduate of the Armed Forces Staff College and the Federal Healthcare Institute. He has authored or co-authored more than 140 papers, abstracts and book chapters, and four books on topics relating to organ allocation and transplantation.
